I like that the article speculates at the intersect of cultural dimensions theory and product design, as it's a new argument that is rarely discussed. At the same time, it seems like many generalizations are made about countries' populations and companies' approach to designing.
I am very interested in the cultural dimensions theory, but it is debated whether these scores are reliable and can be replicated with repeated surveys. The article goes as far as to make conclusions about countries' nuclear power investment or the prevalence of generalists based on UA scores.
Additionally, the argument claims that country differences of website design actually have to do with dimension scores. It's not even clear how all those websites investigate user preferences and take them into account. The demonstrated differences can have to do with sales strategy, A/B tests, seasonal design updates, product specifications (as in some cases different products are shown side-by-side). So many external variables would have to be taken into account to prove that cultural dimensions do indeed correlate with design decisions.
